alteration or extension of the existing Piracy Regulations, cannot be considered unless the Government are prepared to permit a full expression of opinion as regards the question of piracy prevention in its entirety: Under these circum- stances the General Committee of the Chamber of Commerce, at a meeting held yesterday, unanimously carried the following resolution?-

The General Committee approves the action of its representative on the Piracy Regulations Committee in withdrawing in the event of the Government declining to allow a full discussion on the question of prevention of Piracy generally. They further agree that should the Government not be prepared to reconsider its decision, the Chamber's representative in conjunction with the Chinese shipowners and the China Coast Officers' Guild representative should prepare a minority report for presentation to the Government.

I should like to take this opportunity of assuring the Government that it is the desire of both the shipowners and of the Chamber of Commerce to render every possible assistance in formulating proposals for an effective anti- piracy organisation. With this and in view, a minority report will be drawn up as soon as possible and submitted to the Government and I hope that this will be of such a charact er as to be of considerable practical value, in its indicat- ions of what is believed to be a far more effective method of dealing with the problem of piracy prevention.
